Congress
Finalizes AIDS Funding for 2003; Thanks to Grassroots Advocacy,
Important Increases Secured
Late
last night, Congress ended the four month stalemate over funding levels
for FY2003 by passing the Omnibus Appropriations bill. The $397 billion
spending bill now goes to the president to be signed into law as the official
budget for programs beginning on October 1, 2002. Thanks to the tireless
efforts of AIDS advocates across the country, HIV/AIDS prevention and
care programs received small but critical funding increases. The AIDS
Foundation of Chicago extends heartfelt thanks to network members for
their phone calls and letters in support of increased AIDS funding.
- Funding
for CDC prevention (HIV/TB/STD) was increased by $34.7 million for both
domestic and global programs. Details of specific increases are not
yet available.
- Funding
for the Ryan White CARE Act was increased by $96 million over 2002.
Title I received a $3.3 million increase; Title II was increased by
$3 million; and Title III by $5.8 million. The AIDS Drug Assistance
Program received a much needed $80 million increase.
- Funding
for the Minority HIV/AIDS Initiative (MHAI) increased by $25 million,
bringing the total funding for this program to $406 million.
- Funding
for Housing Opportunities for People with AIDS (HOPWA) increased by
$14 million over 2002.
