The Chicago Area AIDS Housing Plan:
Year 2 Report Card – March 24, 2010
On March 24, 2010, Chicago partners from the HIV/AIDS housing sector gathered at John Marshall Law School to revisit the Chicago Area AIDS Housing Plan: "A Place to Call Home" in the second year of its implementation. Key partners from the Chicago Low Income Housing Trust, the Emergency Fund, and others from the community were recognized for their committment to keeping people living with HIV/AIDS housed.
The Year 2 Report Card outlines specific goals and recommendations gathered from the community. Key highlights from the report card include plans to significantly increase the number of AIDS dedicated units or subsidies, to see an increase in the quality of AIDS dedicated units or subsidies, to increase access to emergency housing assistance, and to continue to implement a structured process for addressing housing services for people living with HIV/AIDS in the Chicago area shelter system.

The Need for Housing Amongst Those Impacted by HIV/AIDS Continues
Continuing to recognize the importance of housing stability for the health of people with HIV/AIDS, the AIDS Foundation of Chicago (AFC) in partnership with the Chicago Department of Public Health (CDPH) has published the latest version of the Chicago Area AIDS Housing Plan: 2008-2012 (the Plan), titled “A Place to Call Home.”
Report authors consulted hundreds of service providers and people with HIV/AIDS in preparing the detailed report, which contains 29 specific recommendations aimed at increasing the region’s stock of AIDS-related housing by 800 or more units over a five-year period. The report’s comprehensive account of available housing services for people with HIV/AIDS in the region also draws comparisons against two previous regional housing reports prepared by AFC in 1995 and 2001.
The plan is a rich resource of information for service providers, policy makers, and service planners about the need for and availability of AIDS housing services.

Service Providers and System Planners: Sections, such as, HIV/AIDS in the Chicago EMSA and AIDS Housing Need, HIV/AIDS Housing Inventory, and Appendix A: Table of Recommended Annual Increases in AIDS Housing are of particular importance to service providers and system planners.
Policymakers and Students: In addition to the sections mentioned above, policymakers and students should pay attention to Introduction, Context, and History, Appendix E: Chicago EMSA Population, Demographics, and Affordable Housing Data, and Appendix F: HIV/AIDS Data in the Chicago EMSA.
All Readers: Executive Summary and Critical Issues and Recommendations are relevant to all involved in housing for people with HIV/AIDS.
AFC and members of its Housing Committee will use the Plan to advocate for increased public and private spending on housing services and expanded community involvement in the planning and organization of AIDS housing services. AFC and Housing Committee members along with other community members will pursue strategies to implement each of the Plan’s recommendations and will carefully monitor and assess progress meeting these goals.
