8/9/04—The AIDS Foundation of Chicago has updated this page to include responses to frequently asked questions from the four Bidders' Conferences held in July and revised forms for the RFP. Both of these updates are meant to help agencies that submitted mandatory Letters of Intent by July 30 in completing their funding proposals. Funding proposals, which are due no later than 5:00 p.m. August 27, will only be accepted from those agencies that submitted mandatory Letters of Intent.

Background: Funds will be available for 2005-2006 under a Request for Proposals (RFP) to provide case management services to people living with HIV through the Northeastern Illinois Case Management Cooperative. Approximately $4.3 million will be available starting March 1, 2005 for Ryan White CARE Act Title I and Title II case management services. Approximately 100 full time equivalent case management positions will be funded through CARE Act funds. In addition, approximately $1.7 million is available annually to support Division of Rehabilitative Services (DRS) Home Services case management on a fee-for-service basis.

Interested agencies were required to submit a Letter of Intent by Friday, July 30 at 5:00 p.m. Funding proposals from agencies that submitted intent letters are due no later than Friday, August 27 by 5:00 p.m. Agencies may submit only one proposal in response to the RFP, but may request multiple case management positions. Details of the requirements for submitting a proposal are listed in the RFP. Currently funded Title I, Title II, or DRS agencies are not guaranteed continued funding.

Proposals must be received at the AIDS Foundation of Chicago office before 5:00 p.m., Friday, August 27, 2004. The deadline is strictly enforced, and no exceptions will be granted for any reason. Proposals delivered after 5:00 p.m. will not be accepted or reviewed.

Four Bidders' Conferences were held in July. Attendance was not mandatory, but all applicants were strongly encouraged to complete a session.
